Fizeram a abertura do evento e deram as boas-vindas ao presidente da Casal e aos participantes a procuradora de Justi\u00e7a Neide Camelo e as promotoras de Justi\u00e7a Fernanda Moreira e L\u00eddia Malta Prata Lima, ambas vice-presidentes da ESMPAL.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Helvetica, sans-serif;\">O presidente da Casal, em sua fala, explicou as diferen\u00e7as entre Parcerias P\u00fablico-Privadas (PPPs), Concess\u00f5es e Loca\u00e7\u00e3o de Ativos e exemplificou as situa\u00e7\u00f5es em que essas modalidades ocorrem em Alagoas para presta\u00e7\u00e3o de servi\u00e7os de saneamento. Ele tamb\u00e9m citou as respectivas legisla\u00e7\u00f5es que regem cada uma dessas modalidades.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Helvetica, sans-serif;\">Entre as caracter\u00edsticas gerais das PPPs, segundo elencou o presidente da Companhia, est\u00e3o: Remunera\u00e7\u00e3o do p\u00fablico ao privado ap\u00f3s a disponibiliza\u00e7\u00e3o do servi\u00e7o; Remunera\u00e7\u00e3o vari\u00e1vel conforme desempenho; Claro compartilhamento de risco entre o p\u00fablico e o particular; Estrutura de garantias: adimpl\u00eancia do p\u00fablico ao privado; Licita\u00e7\u00e3o por meio de concorr\u00eancia; Constitui\u00e7\u00e3o da SPE pelo particular; Poder concedente pode ser o titular dos servi\u00e7os ou n\u00e3o.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Helvetica, sans-serif;\">J\u00e1 as caracter\u00edsticas das Concess\u00f5es que mais se sobressaem s\u00e3o, segundo ele, as seguintes: Remunera\u00e7\u00e3o se d\u00e1 por cobran\u00e7a de tarifas; Fiscaliza\u00e7\u00e3o e regula\u00e7\u00e3o pelo titular ou entidade reguladora; Garantia do equil\u00edbrio econ\u00f4mico financeiro; Riscos de neg\u00f3cios alocados ao particular; Constitui\u00e7\u00e3o da SPE pelo particular.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Helvetica, sans-serif;\">Na ocasi\u00e3o, promotores e servidores do MPAL tamb\u00e9m puderam interagir, fazer perguntas e tirar d\u00favidas sobre os servi\u00e7os de saneamento, que em Alagoas incluem, al\u00e9m da Casal, tr\u00eas concession\u00e1rias privadas (BRK, Verde Alagoas e \u00c1guas do Sert\u00e3o) e duas empresas privadas que mant\u00eam com a Companhia PPPs, sendo elas a Agreste Saneamento e a
