A a\u00e7\u00e3o tem como base o relat\u00f3rio da 11\u00aa Etapa da Fiscaliza\u00e7\u00e3o Preventiva Integrada (FPI) na regi\u00e3o, onde fora constatado que o \u00f3rg\u00e3o municipal respons\u00e1vel n\u00e3o disp\u00f5e em seu quadro de especialistas concursados para a elabora\u00e7\u00e3o dos pareceres que evolvam atividade t\u00edpica de Estado. <\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">\u00a0<\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">O Munic\u00edpio de Delmiro Gouveia desde 2016 tem a concess\u00e3o do CEPRAM para realizar licenciamento de empreendimentos, mas as an\u00e1lises n\u00e3o s\u00e3o feitas por t\u00e9cnicos concursados e aptos para atender \u00e0s demandas ambientais. A Secretaria de Meio Ambiente efetivou, desde ent\u00e3o, o total de 107 licenciamentos. A aus\u00eancia de servidores p\u00fablicos concursados no desempenho de atividades de fiscaliza\u00e7\u00e3o e de licenciamento fragiliza o \u00f3rg\u00e3o ambiental, aumentado a possibilidade de an\u00e1lise parcial por servidor n\u00e3o efetivo. <\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">\u00a0<\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">Al\u00e9m da suspens\u00e3o das resolu\u00e7\u00f5es, a Recomenda\u00e7\u00e3o requer que o Cearam\/Al exer\u00e7a a fiscaliza\u00e7\u00e3o ativa das resolu\u00e7\u00f5es de delega\u00e7\u00e3o de atribui\u00e7\u00e3o, principalmente as condicionantes espec\u00edficas para Delmiro Gouveia. \u00a0 <\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">\u00a0<\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">Pelo documento , o promotor de Justi\u00e7a Paulo Henrique Prado recomenda que o Conselho autorize nova delega\u00e7\u00e3o de atribui\u00e7\u00e3o ap\u00f3s o cumprimento do que foi estabelecido no relat\u00f3rio da Secretaria de Estado do Meio Ambiente e dos Recursos H\u00eddricos durante a FPI. <\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">\u00a0<\/span><br \/>\n<span style=\"font-family: helvetica, arial, sans-serif;\">O Cepram\/AL j\u00e1 havia sido informado de todas as car\u00eancias , no entanto se absteve de adotar as provid\u00eancias cab\u00edveis.
