color: #000000;\">Regulamenta o funcionamento da Comiss\u00e3o do Pr\u00eamio \u201cExcel\u00eancia em Gest\u00e3o de Projetos\u201d, edi\u00e7\u00e3o 2026, designada pela Portaria PGJ n. 627\/2026, e d\u00e1 outras provid\u00eancias.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">O PROCURADOR-GERAL DE JUSTI\u00c7A, no uso das atribui\u00e7\u00f5es que lhe s\u00e3o conferidas pelo art. 9\u00ba, incisos I e V, da Lei Complementar Estadual n. 15, de 22 de novembro de 1996, e ao considerar o disposto no Ato PGJ n. 09\/2019, alterado pelo Ato PGJ n. 32\/2020,<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>RESOLVE: <\/strong><\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 1\u00ba.<\/strong> O pr\u00eamio \u201cExcel\u00eancia em Gest\u00e3o de Projetos\u201d, edi\u00e7\u00e3o 2026, ser\u00e1 outorgado na data prov\u00e1vel de 13 de novembro de 2026, ap\u00f3s trabalho de avalia\u00e7\u00e3o pela comiss\u00e3o designada. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 2\u00ba<\/strong> Somente concorrer\u00e3o \u00e0 premia\u00e7\u00e3o os projetos: I \u2013 inscritos pelos interessados com uso do formul\u00e1rio disponibilizado pela Assessoria de Planejamento e Gest\u00e3o Estrat\u00e9gica Asplage e encaminhados ao e-mail escritorio.projetos@mpal.mp.br at\u00e9 as 11 horas e 59 min do dia 03 de novembro de 2026; II &#8211; que estejam cadastrados e com gerenciamento atualizado no Sistema INOVA.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 3\u00ba<\/strong> Os projetos inscritos ser\u00e3o avaliados pela Comiss\u00e3o do Pr\u00eamio Excel\u00eancia em Gest\u00e3o de Projetos, designada previamente pelo Sr. Procurador-Geral de Justi\u00e7a. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 4\u00ba<\/strong> Os projetos ser\u00e3o avaliados a partir do seguinte material de apoio: Cadernos de Projetos, Cadernos de Notas e Ficha Consolidada de Vota\u00e7\u00e3o.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a71\u00ba Os Cadernos de Projetos ter\u00e3o formato de formul\u00e1rio impresso ou eletr\u00f4nico, no qual estar\u00e3o compilados os Formul\u00e1rios de Apresenta\u00e7\u00e3o de Projetos encaminhados pelas equipes interessadas.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a72\u00ba Os Cadernos de Notas ter\u00e3o formato de formul\u00e1rio, impresso ou eletr\u00f4nico, para registro das notas de cada projeto pelos membros da comiss\u00e3o. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a73\u00ba As Fichas Consolidadas de Vota\u00e7\u00e3o ter\u00e3o formato de formul\u00e1rio, impresso ou eletr\u00f4nico, para registro das pontua\u00e7\u00f5es e da classifica\u00e7\u00e3o final. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 5\u00ba<\/strong> A Comiss\u00e3o devolver\u00e1 \u00e0 Asplage, at\u00e9 o dia 06 de novembro de 2026, os Cadernos de Notas preenchidos.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a71\u00ba No per\u00edodo de avalia\u00e7\u00e3o, a comiss\u00e3o poder\u00e1 solicitar informa\u00e7\u00f5es complementares para verificar os resultados informados pelos participantes.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a72\u00ba O projeto que n\u00e3o apresentar os resultados alcan\u00e7ados ser\u00e1 exclu\u00eddo do certame. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 6\u00ba<\/strong> A avalia\u00e7\u00e3o dos projetos ocorrer\u00e1 em fase \u00fanica. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 7\u00ba<\/strong> Na fase de avalia\u00e7\u00e3o, os projetos, separados em projetos da \u00e1rea final\u00edstica e projetos da \u00e1rea estruturante, organizados em cadernos de projetos e entregues aos membros da Comiss\u00e3o, receber\u00e3o notas individualizadas, em n\u00fameros inteiros de 0 a 10 para cada um dos seguintes crit\u00e9rios: <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">I \u2013 Projetos da \u00e1rea final\u00edstica: <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">a) Alinhamento ao Planejamento Estrat\u00e9gico;<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">b) Resolutividade; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">c) Integra\u00e7\u00e3o<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">d) Inova\u00e7\u00e3o <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">e) Produ\u00e7\u00e3o dos resultados pactuados; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">II \u2013 Projetos da \u00e1rea estruturante: <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">a) Alinhamento ao Planejamento Estrat\u00e9gico; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">b) Proatividade; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">c) N\u00edvel de abrang\u00eancia das a\u00e7\u00f5es e resultados;<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">d) Inova\u00e7\u00e3o; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">e) Produ\u00e7\u00e3o dos resultados efetivos pactuados;<\/span><\/p>\n<p><span style=\"font-size: 12pt; color: #000000;\">\u00a71\u00ba Para fins de conceitua\u00e7\u00e3o dos crit\u00e9rios de avalia\u00e7\u00e3o, considera-se:<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">I \u2013 Alinhamento ao Planejamento Estrat\u00e9gico \u2013 Grau de alinhamento do projeto aos objetivos, programas e a\u00e7\u00f5es do Plano Estrat\u00e9gico 2023-2029, bem como ao Plano Geral de Atua\u00e7\u00e3o vigente. Analisa-se tamb\u00e9m a contribui\u00e7\u00e3o do projeto para os indicadores e metas institucionais criados pelo Comit\u00ea de Gest\u00e3o Estrat\u00e9gica.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">II \u2013 Inova\u00e7\u00e3o \u2013 Introdu\u00e7\u00e3o de estrat\u00e9gias que resulte em produtos, ferramentas, novos m\u00e9todos de trabalho, ou que compreenda a agrega\u00e7\u00e3o de funcionalidades, acarretando ganho de qualidade ou desempenho. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">III \u2013 Integra\u00e7\u00e3o \u2013 alcance das a\u00e7\u00f5es e resultados em rela\u00e7\u00e3o \u00e0 sociedade, outras institui\u00e7\u00f5es, setores internos e demais interessados. Quanto aos projetos final\u00edsticos, avalia o grau de possibilidade de ades\u00e3o e efetiva execu\u00e7\u00e3o do projeto por membros do MPAL interessados; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">IV \u2013 N\u00edvel de abrang\u00eancia das a\u00e7\u00f5es e resultados \u2013 Considerando os projetos da \u00e1rea estruturante (meio) avalia-se o alcance das a\u00e7\u00f5es e resultados em rela\u00e7\u00e3o \u00e0 sociedade, outras institui\u00e7\u00f5es, setores internos e demais interessados. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">V \u2013 Proatividade \u2013 Atua\u00e7\u00e3o com busca espont\u00e2nea de oportunidades de mudan\u00e7a, progn\u00f3stico de cen\u00e1rios, antecipa\u00e7\u00e3o de problemas ou neutraliza\u00e7\u00e3o de a\u00e7\u00f5es hostis.<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">VI \u2013 Produ\u00e7\u00e3o dos resultados efetivos pactuados \u2013 Fidelidade do resultado final alcan\u00e7ado pelo projeto ao produto proposto e pactuado pela equipe na propositura do projeto \u00e0 Gest\u00e3o Superior; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">VII \u2013 Resolutividade \u2013 considera-se resolutivo o projeto que previne, inibe, repara ou soluciona, de modo efetivo, o conflito, problema ou a controv\u00e9rsia envolvendo a concretiza\u00e7\u00e3o de direitos ou interesses para cuja defesa e prote\u00e7\u00e3o \u00e9 legitimado o Minist\u00e9rio P\u00fablico;<\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a72\u00ba Os crit\u00e9rios previstos nas al\u00edneas a, b e c, dos incisos I e II do caput deste artigo ter\u00e3o peso 2 e os demais crit\u00e9rios ter\u00e3o peso 1. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a73\u00ba Encerrado o prazo para avalia\u00e7\u00e3o pela comiss\u00e3o, seus integrantes encaminhar\u00e3o \u00e0 Asplage os cadernos de notas preenchidos para elabora\u00e7\u00e3o da ficha consolidada de vota\u00e7\u00e3o. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">\u00a74\u00ba Durante o trabalho de processamento das notas aplicadas pela comiss\u00e3o, a Asplage aplicar\u00e1 os pesos referidos no \u00a7 2\u00ba. \u00a75\u00ba A pontua\u00e7\u00e3o final ser\u00e1 a soma das notas de todos os crit\u00e9rios, ap\u00f3s aplicados os pesos previstos. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 8\u00ba<\/strong> S\u00e3o crit\u00e9rios de desempate, em ordem decrescente, as notas obtidas em: <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">I \u2013 Projetos da \u00e1rea final\u00edstica; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">a) Alinhamento ao Planejamento Estrat\u00e9gico; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">b) Resolutividade; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">c) Integra\u00e7\u00e3o; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">d) Inova\u00e7\u00e3o; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">e) produ\u00e7\u00e3o dos resultados efetivos pactuados; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">II \u2013 Projetos da \u00e1rea estruturante <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">a) Alinhamento ao Planejamento Estrat\u00e9gico; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">b) proatividade; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">c) n\u00edvel de abrang\u00eancia das a\u00e7\u00f5es e resultados; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">d) Inova\u00e7\u00e3o; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\">e) produ\u00e7\u00e3o dos resultados efetivos pactuados; <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Par\u00e1grafo \u00fanico<\/strong> \u2013 Esgotados todos os crit\u00e9rios objetivos, o desempate se dar\u00e1 por decis\u00e3o do Procurador-Geral. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art.9\u00ba<\/strong> Ap\u00f3s a vota\u00e7\u00e3o, as notas ser\u00e3o computadas, definindo-se a coloca\u00e7\u00e3o de cada projeto, de acordo com o somat\u00f3rio da pontua\u00e7\u00e3o recebida, da maior para a menor. <\/span><\/p>\n<p style=\"text-align: justify;\" data-raofz=\"14\"><span style=\"font-size: 12pt; color: #000000;\"><strong>Art. 10\u00ba<\/strong> Os 3 (tr\u00eas) projetos com maior pontua\u00e7\u00e3o, considerada a distin\u00e7\u00e3o entre \u00e1reas final\u00edstica e estruturante, ser\u00e3o considerados vencedores e o resultado ser\u00e1 encaminhado pela Asplage ao Procurador-Geral de Justi\u00e7a para entrega da premia\u00e7\u00e3o.
